Why my lines and syntax highlighting don't work in edit template? Is that not working in Movable Type 4 Beta 3 or is a bug?

This is not in Beta 3, but will be released in Beta 4.

Can I turn off or otherwise remove all community features from templates and use everything else in movabletype? Like use it for building up content and managing that? and or is its core advantage over typepad membership abilities? I need better cms capabilities than typepad offers... any thoughts?
