NotifyUpgrade
Whenever Movable Type detects that a new version of MT has been installed, a message will be presented to the administrator confirming that an upgrade did in fact occur. If this behavior is not desired, you can disable this message by setting NotifyUpgrade to zero (0).
Default: 1
