Returns true if the blog in the current context allows anonymous readers to vote for entries.
Anonymous users are allowed to vote only once for a given entry. They are throttled by IP address to help prevent fraud. In other words, no entry is allowed to be voted for twice from the same IP address. This keeps from anonymous users from artificially inflating scores just voting for the same entry over and over again.
To toggle your settings for allowing anonymous users to vote on an entry, navigate to your Blog Preferences menu. From there select "Community Preferences."
