A block tag listing the categories which exist at “the top” of the category hierarchy; categories which do not have a parent category.

Same as using <mt:SubCategories top="1">.

I would love to see a function for this tag where we can include/exclude specific categories. Will this be included in the next version of MT?

You could still include or exclude categories using mt:If and comparing the CategoryLabel tag with one or more category labels...
